Historic Preservation Assc

The City of Killeen has made an asserted effort to preserve history in the community. The Killeen Downtown Historic District, also listed in the National Register, is located between Avenue B and Santa Fe Plaza and North 4th Street to North 8th Street though many historic properties stretch beyond these bounds.

The historic overlay district (HOD) is intended to establish and provide for the protection, preservation, and enhancement of buildings, structures, sites and areas of architectural, historical, archaeological, or cultural importance or value.

Grant Opportunities

NORTH KILLEEN REVITALIZATION PROGRAM The purpose of the North Killeen Revitalization Program (PDF) is to promote the development and redevelopment of North Killeen. This program includes incentives for residential and commercial business structures' rehabilitation, expansion and/or new construction. The program has been adopted for a period of five years starting September 22, 2015.

Expanded Improvement Grant

The Expanded Improvement Grant Program aims to reduce vacancy and increase business retention in Historic Overlay District (HOD) by assisting property owners and tenants with funding to renovate historic buildings for occupancy by long-term or short-term uses that generate significant pedestrian foot traffic in downtown

Facade Grant

The City of Killeen is offering façade grants for eligible rehab projects located in the downtown Historic Overlay District. These grants are available for up to $10,000 per façade.

Tax Increment Reinvestment Zone

The Tax Increment Reinvestment Zone (TIRZ) Number Two is a designated area in the City that implements tax increment financing (TIRZ Number Two Map). This enables local economic development officials to collect the property tax revenue attributable to the increased assessed value resulting from new investments within the zone to be used for community improvement projects.

Historic Overlay District

The City of Killeen adopted a Historic Preservation Ordinance that identifies and protects structures, building façades, and sidewalks within the Downtown Historic District.

The Historic Preservation Ordinance created the Heritage Preservation Board (HPB), a five member board that oversees the implementation of the ordinance.
